Resolved Question: PG&E bill $10,000. No power since 11/22/11 What do i do ?

My family has been out of power since last wednesday, we have called PG&E , SmartMeters , California Utilization board complaining, asking for power. Several Family resources located in vallejo ca , eveyone offering HEAP , weve tried all this and nothing has happened. At this point were cold and frustrated. We dont have the $5000 dollar restoration fee. we live in a 31.5 x 31.5 ft house, how in the world is it possible for us to even raise an electric bill that high? I need more resources and a solution, PLEASE HELP. Is it possible on a smartmeter? I mean to turn it back on ourselves? No one physically came out to shut it off when it happened.
